ADVERTISING AGENCIES MUST USE DOMESTIC RESOURCES

          Jakarta, 2/5/2007, (Kominfo-Newsroom) – Minister of Communication and Information Technology (Menkominfo) Sofyan Djalil here  Tuesday (1/5) introduced a regulation on the use of domestic resources in the making of advertisements disseminated  by broadcast companies.

           The  regulation calls on advertising agencies to make use of all that is domestic in the making of their products. Apart from human resources, the location and everything else involved should be local. 
           “This is to develop the professionalism at all levels and sectors of  local experts involved  in the nation’s advertising industrry,” the minister said.  
           In the process, broadcasting agencies  must have a statement from advertising agencies, stating the actors, director and crew of products during and after the making process.  If not, then the advertising agencies will be given sanctions because they have violated the regulation. 
         The Indonesian government, continued Djalil, strongly supports Indonesian agencies being hired by foreign companies or agencies wishing to make advertisements in Indonesia to be marketed in their home countries.
         Special Staff of the Minister, Emmy Yuhassarie,  said although there is an obligation on the use of local resources in  advertisement the government has given the green light to a number of advertising agencies recruiting foreigners. Included in these ads are those made in connection with international programming or global brand ads using a product icon.
          She added that any  differences of  opinion on  advertisement could be negotiated  with Menkominfo consultants. 
           “The regulation takes force as  from today but the government gives a transition period until the end of 2007. This is  given to agencies that  has concluded contracts with foreign companies ,” said Djalil. Supervision  will be carried out by Depkominfo, the  Association and Broadcasting Agencies.
